HSN 5407 30 10 (Unbleached woven fabrics, Note 9 to Section XI) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a specified list of exempt countries must be accompanied by an accredited-laboratory test report per DGFT Public Notice 14/2023 dated 14-06-2023.

The most common error on this tariff line is assuming that the azo-dye testing exemption covers all documentation requirements. The country-of-origin exemption applies only to azo-dye testing; the obligation to present a Pre-Shipment Inspection Certificate for other composition and quality parameters under General Note 10 remains in force regardless of origin. Consignments arriving without the requisite PSIC documentation are liable to detention and ground rent pending production of a compliant test report.
