A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption is origin-agnostic. The exempted-country list is exhaustive, and a certificate of origin for a non-listed country — even one with equivalent EU-standard production practices — does not qualify for the exemption. Consignments arriving without a valid PSIC from a non-exempt origin are liable to detention at the port of import pending laboratory testing or re-export at the importer's cost.
