HSN 5407 20 40 (Printed woven fabrics from strip) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) for the absence of prohibited hazardous azo dyes under General Note 10. The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all origins. The exemption is strictly country-specific — nine named countries only — and a shipment from any unlisted origin without a valid PSIC or test report will be detained at the port of import, with demurrage and ground rent accruing until compliant documentation is produced. The PSIC must be from an accredited laboratory, not a self-declaration by the exporter.
