Bleached
Bleached woven fabrics from synthetic filament strip
HSN 5407 20 20 (Bleached woven fabrics from strip or the like) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempted country list require testing by an accredited laboratory of the exporting country.
- Pre-Shipment Inspection Certificate from accredited lab
- Azo-dye test report from Textile Committee
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all import origins except the nine exempted countries.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the country of origin before filing the bill of entry: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing. All other origins must upload the test certificate in e-Sanchit before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming the azo-dye exemption applies broadly because a supplier is a well-known exporter — the exemption is strictly country-of-origin based, not supplier-reputation based. A consignment from a non-exempted country arriving without a valid PSIC for azo-dye absence will be detained at the port pending testing, attracting demurrage and ground rent; the certificate cannot be substituted retrospectively by a declaration.
