The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all origins because the exporting country is a textile-industry peer. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom only — and imports from any country not on that list without a PSIC trigger detention, with no rectification pathway short of obtaining a retrospective test certificate from an accredited laboratory.
