HSN 5407 10 96 (Polyester suitings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Consignments from all origins except the nine notified countries must be accompanied by a certificate from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The exemption from azo-dye testing for the nine listed countries is frequently misread as a blanket waiver of the PSIC requirement. The PSIC covers multiple quality and composition parameters beyond azo-dye presence; only the azo-dye testing component is exempted for those origins. Presenting a consignment from a non-exempt country without a valid PSIC — or presenting a PSIC from an unaccredited laboratory — results in consignment detention and demurrage accumulation pending a fresh accredited test report.
