The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing waives the PSIC requirement entirely. The exemption covers azo-dye testing only; a PSIC or equivalent test report confirming compliance with all other prohibited hazardous dye parameters remains required even for imports from the nine exempt countries. Presenting a test report that addresses only azo dyes for a non-exempt origin will result in consignment detention pending a compliant certificate.
