Woven parachute fabrics of high tenacity nylon or polyester
HSN 5407 10 91 (Parachute fabrics) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most frequent error on this tariff line is assuming the azo-dye testing exemption applies to all origins and filing the bill of entry without a PSIC. The exemption is confined to nine specified countries; parachute fabric consignments arriving from any other origin without a compliant test report are detained at port pending submission, accruing demurrage and ground rent while the documentation gap is remedied — a delay that cannot be resolved retrospectively at the time of out-of-charge.
