The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption is a closed list of nine jurisdictions; a consignment from any origin not expressly named — including otherwise low-risk trading partners — requires a full PSIC, and customs out-of-charge will not be granted without it. Detention and demurrage accrue from the moment the bill of entry is filed without the requisite test certification.
