Woven fabrics of high tenacity nylon or polyamide or polyester yarn
HSN 5407 10 49 (woven fabrics from high tenacity yarn of nylon, other polyamides, or polyesters) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) policy. A valid test report from an accredited laboratory of the exporting country, or from the Textile Committee or CSRTI, certifying absence of prohibited hazardous azo dyes, must accompany every consignment.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption is a closed list of nine jurisdictions; a consignment from any origin not expressly named — including otherwise low-risk trading partners — requires a full PSIC, and customs out-of-charge will not be granted without it. Detention and demurrage accrue from the moment the bill of entry is filed without the requisite test certification.
