HSN 5407 10 46 (Polyester suitings) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy, Chapter 54. A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy, with a country-specific exemption for nine named origins.

- 2If the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, azo-dye testing is exempted; retain documentary proof of origin to present at the bill of entry. The exemption from azo-dye testing is origin-specific and is not a blanket exemption from the PSIC requirement as a whole; laboratories must be accredited in the exporting country, and a test report issued domestically after arrival does not satisfy the pre-shipment condition. Consignments arriving without a valid PSIC or qualifying test report from a non-exempt origin are liable to detention and ground rent until a conforming document is produced.
