    If the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, azo-dye testing is exempted; retain documentary proof of origin to present at the bill of entry. Imports from all other origins must carry the PSIC or valid test report without exception.

A word of counsel

The exemption from azo-dye testing is origin-specific and is not a blanket exemption from the PSIC requirement as a whole; laboratories must be accredited in the exporting country, and a test report issued domestically after arrival does not satisfy the pre-shipment condition. Consignments arriving without a valid PSIC or qualifying test report from a non-exempt origin are liable to detention and ground rent until a conforming document is produced.
