Umbrella cloth panel fabrics
Umbrella cloth panel fabrics of synthetic filament yarn
HSN 5407 10 44 (Umbrella cloth panel fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) or valid test report confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This requirement applies to all exporting countries except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped to India.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of export falls within the azo-dye testing exemption list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. For all other origins, the PSIC or test report is mandatory and must be uploaded in e-Sanchit before out-of-charge at the bill of entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the goods are sourced from a major textile-exporting country. The exemption is a closed list — nine named countries only — and fabric sourced from any origin outside that list without a PSIC or valid TC/CSRTI test report will be detained at the port of import, accruing demurrage and ground rent until conforming documentation is produced or the consignment is re-exported.
