Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins not on the exemption list.

  2. 2
Verify whether the country of export is among the nine exempted origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and United Kingdom — before deciding whether azo-dye testing is required. Imports from all other origins must carry the PSIC or TC/CSRTI test report; absence of this document at the bill of entry exposes the consignment to detention pending re-testing.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies because the exporting country is broadly associated with compliance markets, without confirming it is one of the nine specifically listed origins. A consignment from, for example, China or Bangladesh — regardless of the supplier's quality reputation — requires a PSIC or TC/CSRTI test report; the absence of that document at the bill of entry results in consignment detention and demurrage exposure while remedial testing is arranged.

Frequently asked
Does HSN 5407 10 43 require BIS certification?
No, woven nylon furnishing fabrics are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10.
Is a PSIC required even when importing from EU member states?
No. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; all other ITC (HS) policy compliance requirements remain applicable per DGFT Public Notice 14/2023 dated 14 June 2023.
Can a TC or CSRTI test report substitute for the PSIC from an accredited foreign laboratory?
Yes. A valid test report issued by the Textile Committee or CSRTI is an accepted alternative to the PSIC from an accredited laboratory of the exporting country, provided it certifies the absence of the prohibited hazardous dyes specified under General Note 10 of the ITC (HS) Import Policy.
