The most common error on this tariff line is assuming the azo-dye exemption applies because the exporting country is broadly associated with compliance markets, without confirming it is one of the nine specifically listed origins. A consignment from, for example, China or Bangladesh — regardless of the supplier's quality reputation — requires a PSIC or TC/CSRTI test report; the absence of that document at the bill of entry results in consignment detention and demurrage exposure while remedial testing is arranged.
