Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped. Upload this document in e-Sanchit prior to filing the bill of entry.

  2. 2
Verify the country of origin before applying any azo-dye testing exemption. The exemption from testing for prohibited azo dyes applies exclusively to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require the PSIC regardless of the supplier's own quality declarations.

A word of counsel

The most common error on this tariff line is assuming that a supplier-issued quality certificate or a test report from a non-accredited laboratory satisfies the PSIC requirement. The PSIC must originate from an accredited laboratory of the exporting country or from a Textile Committee or CSRTI laboratory; a generic certificate of conformity issued by the manufacturer does not substitute, and a consignment presented without a compliant PSIC is liable to detention at port until the correct documentation is produced.
