HSN 5407 10 36 (Polyester suitings) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy, Chapter 54. A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, is mandatory to certify the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye-testing exemption applies to all origins. The exemption covers only nine specified countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and importers sourcing from any other origin who arrive at the bill-of-entry stage without a PSIC face consignment detention and potential re-export, since the missing certificate is not rectifiable post-arrival under the PSIC regime.
