HSN 5407 10 34 (Umbrella cloth panel fabrics) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) Import Policy, with testing exempted only for specified country origins.

The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine named countries. An importer receiving fabric from a non-listed origin without a PSIC — even from a supplier that has historically shipped without incident — faces consignment detention at the port of import and potential re-export or confiscation under the ITC (HS) policy. The PSIC must be from an accredited laboratory; a supplier's in-house quality certificate is not an acceptable substitute.
