    If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, the PSIC covering other prohibited hazardous dye parameters remains required. A word of counsel

The exemption from azo-dye testing for nine named countries is commonly misread as a blanket exemption from the PSIC requirement itself. Testing for azo dyes is waived for those origins; the obligation to produce a PSIC or valid TC/CSRTI test report certifying absence of other prohibited hazardous dyes is not waived. Presenting an azo-dye-only clearance from an exempted country without addressing the broader hazardous-dye parameter set will stall out-of-charge at the bill-of-entry stage.
