Nylon furnishing fabrics
Woven nylon furnishing fabrics from high tenacity yarn
HSN 5407 10 33 (Nylon furnishing fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This applies to all origins except the exempted countries.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, the PSIC covering other prohibited hazardous dye parameters remains required. Upload the PSIC or valid test report in e-Sanchit before filing the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The exemption from azo-dye testing for nine named countries is commonly misread as a blanket exemption from the PSIC requirement itself. Testing for azo dyes is waived for those origins; the obligation to produce a PSIC or valid TC/CSRTI test report certifying absence of other prohibited hazardous dyes is not waived. Presenting an azo-dye-only clearance from an exempted country without addressing the broader hazardous-dye parameter set will stall out-of-charge at the bill-of-entry stage.
