Woven tent fabrics of high tenacity nylon or polyester yarn
HSN 5407 10 32 (Tent fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to certify the absence of prohibited hazardous azo dyes. This requirement flows from General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.

The most frequent error on this tariff line is assuming that the azo-dye exemption for named countries negates the PSIC requirement altogether. The exemption is limited strictly to azo-dye testing; all other prohibited hazardous-dye parameters under General Note 10 continue to require a valid PSIC or TC/CSRTI test report regardless of the country of origin. Presenting a certificate that covers only azo dyes for a non-exempt origin will result in consignment detention pending a compliant test report.
