The most frequent error on this tariff line is assuming that the azo-dye exemption for named countries negates the PSIC requirement altogether. The exemption is limited strictly to azo-dye testing; all other prohibited hazardous-dye parameters under General Note 10 continue to require a valid PSIC or TC/CSRTI test report regardless of the country of origin.
