If the consignment originates from a country other than EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or United Kingdom, ensure the PSIC explicitly covers azo-dye testing; no exemption applies to other origins and absence of the certificate will result in consignment detention.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the supplier is a reputable exporter. The exemption is country-of-origin specific — nine named countries only — and does not extend to goods transshipped through or partly processed in an exempt country. A consignment from an unlisted origin arriving without a valid PSIC is detained at port, and demurrage accrues while a retrospective test report is arranged.
