Woven parachute fabrics of high tenacity nylon or polyester yarn
HSN 5407 10 31 (Parachute fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the supplier is a reputable exporter. The exemption is country-of-origin specific — nine named countries only — and does not extend to goods transshipped through or partly processed in an exempt country. A consignment from an unlisted origin arriving without a valid PSIC is detained at port, and demurrage accrues while a retrospective test report is arranged.
