The most common error on this tariff line is assuming the azo-dye exemption is country-of-supplier rather than country-of-origin: goods manufactured in a non-exempt country but transshipped through an exempt country do not qualify for the exemption, and a PSIC from the actual country of manufacture is required. Detention and re-testing at port are the routine outcome when the certificate is absent or names a transshipment hub rather than the production origin.
