The most common error on this tariff line is assuming the country-of-origin exemption extends to all textile articles from an exempt country regardless of manufacturing route. The exemption is origin-specific: if the fabric is produced in a non-exempt country and merely transshipped through an exempt country, the PSIC remains mandatory. Confirm the country of manufacture — not the country of export — against the exempted-origins list before waiving the azo-dye test report.
