HSN 5407 10 21 (Parachute fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 of the ITC (HS) policy. Testing for prohibited azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The single most common error on this tariff line is assuming the azo-dye testing exemption for listed countries constitutes a blanket clearance from all textile-import documentation requirements. The exemption covers only the azo-dye test; a Pre-Shipment Inspection Certificate for other hazardous-substance parameters and general ITC (HS) policy compliance remain mandatory regardless of origin. Confirming the precise scope of the exemption before shipment avoids detention at the bill-of-entry stage.
