HSN 5407 10 13 (Nylon furnishing fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) Schedule. The azo-dye testing requirement applies to all exporting countries except a notified set of nine jurisdictions per DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to re-exports or transshipments routed through an exempt country. The exemption applies only to goods originating in the nine listed jurisdictions; if the actual country of manufacture is outside that list, the Pre-Shipment Inspection Certificate is mandatory regardless of the port of shipment. A missing or non-accredited test report at the bill of entry attracts detention and potential confiscation under ITC (HS) policy enforcement.
