Compliance steps
  1. 1
For imports originating outside the nine exempt countries, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report certifying the absence of prohibited hazardous azo dyes. Upload the certificate at the bill of entry in e-Sanchit before out-of-charge.

  2. 2
If importing from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, document the country-of-origin credentials to claim the azo-dye testing exemption. The exemption is origin-specific and does not extend to third-country transshipments or goods merely transiting an exempt country.

A word of counsel

The single most common error on this tariff line is assuming that azo-dye testing is universally waived for all textile imports. The exemption applies to nine named countries only; a consignment from any other origin without a valid Pre-Shipment Inspection Certificate will be detained at the port of import, attracting demurrage and ground rent, with out-of-charge withheld until a compliant test report is produced.

Frequently asked
Does HSN 5407 10 12 require BIS certification?
No, woven tent fabrics of high tenacity nylon or polyester yarn fall outside the BIS Quality Control Order regime; no BIS QCO covers this product family. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the azo-dye compliance requirement under General Note 10.
Which countries are exempt from azo-dye testing under DGFT Public Notice 14/2023?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; imports from all other origins must be accompanied by a Pre-Shipment Inspection Certificate or accredited laboratory test report certifying absence of prohibited hazardous azo dyes.
Does the azo-dye exemption apply if goods are transshipped through an exempt country?
No. The exemption is tied to the country of origin, not the port of shipment; goods manufactured in a non-exempt country and transshipped through an exempt country do not qualify, and a valid PSIC remains mandatory at the bill of entry.
