This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption is expressly limited to EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; consignments from any other origin — including countries with bilateral trade agreements — require a PSIC from an accredited laboratory. Presenting an in-house supplier declaration in place of an accredited-laboratory certificate will result in consignment detention at the port of entry.

Frequently asked
Does HSN 5406 00 20 require BIS certification?
No, artificial filament yarn put up for retail sale is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 to ensure absence of prohibited hazardous azo dyes.
Which laboratories are authorised to issue the PSIC for azo-dye compliance?
The PSIC must be issued by an accredited laboratory of the exporting country, or the importer may alternatively submit a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, as specified under DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye testing exemption apply to imports routed through a transit country in the exempt list?
No. The exemption is tied to the country of origin, not the country of export or transhipment; if the manufacturing origin is outside the nine listed countries, the PSIC requirement applies regardless of the routing.
