HSN 5406 00 20 (Artificial filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, with exemptions available for specified origins.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption is expressly limited to EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; consignments from any other origin — including countries with bilateral trade agreements — require a PSIC from an accredited laboratory. Presenting an in-house supplier declaration in place of an accredited-laboratory certificate will result in consignment detention at the port of entry.
