HSN 5406 00 10 (Synthetic filament yarn) is subject to the import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule I. A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, is mandatory to certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption is limited to nine named countries; consignments from any other origin arriving without a PSIC or valid TC/CSRTI test report face detention at the port of import pending documentary compliance, and retrospective procurement of an overseas laboratory certificate after shipment departure is rarely accepted by customs as a satisfactory substitute.
