Catgut imitation of synthetic yarn, non-sterile
Non-sterile catgut imitation of synthetic monofilament yarn
HSN 5404 90 10 (Catgut imitation of synthetic yarn, non-sterile) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The requirement applies to all exporting countries except the nine named exempt origins.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins not covered by the named exemption.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, confirm the origin credentials at the bill of entry stage; azo-dye testing is exempted for these origins only. All other exporting countries must present the PSIC or valid test report before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all countries because the product is a narrow industrial monofilament rather than a consumer textile. The exemption is strictly origin-specific; a consignment from a non-listed country — including major synthetic-yarn exporters in Asia — arriving without a PSIC will be detained pending production of the certificate, accruing demurrage and ground rent at the port.
