Strip and the like of synthetic textile materials (artificial straw)
HSN 5404 19 20 (Strip and the like of synthetic fibre material) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that exemption from azo-dye testing for listed countries also eliminates the PSIC requirement entirely. The exemption covers only the azo-dye parameter; a test report or PSIC addressing other prohibited hazardous dyes remains required for all origins. Presenting a laboratory certificate that is silent on non-azo prohibited dyes will expose the consignment to detention pending a supplementary report.
