The most frequent error on this tariff line is assuming that the azo-dye testing exemption covers all origins or extends to transit shipments that merely pass through an exempt country. The exemption is origin-specific and applies exclusively to the nine listed countries; a consignment manufactured in a non-listed country but routed through, for example, an EU hub remains subject to the full PSIC requirement, and presentation of a certificate issued by a non-accredited laboratory will trigger detention at the port of import.
