Elastomeric synthetic monofilament, 67 decitex or more
HSN 5404 11 00 (Elastomeric synthetic monofilament) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering hazardous azo-dye absence for all textile and textile article imports under General Note 10. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption covers all origins or extends to transit shipments that merely pass through an exempt country. The exemption is origin-specific and applies exclusively to the nine listed countries; a consignment manufactured in a non-listed country but routed through, for example, an EU hub remains subject to the full PSIC requirement, and presentation of a certificate issued by a non-accredited laboratory will trigger detention at the port of import.
