Note that the azo-dye testing exemption applies only to imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Consignments from all other origins must furnish the PSIC or TC/CSRTI test report without exception.

The single most common error on this tariff line is assuming the azo-dye testing exemption extends to all major textile-exporting origins. The exemption list is closed — it covers nine specified countries only, and origins such as China, Bangladesh, Vietnam, and Indonesia are explicitly outside it. A consignment from a non-exempt origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port of entry, attracting demurrage and ground rent pending DGFT-policy enforcement.
