A word of counsel

The single most common error on this tariff line is assuming the azo-dye testing exemption extends to all major textile-exporting origins. The exemption list is closed — it covers nine specified countries only, and origins such as China, Bangladesh, Vietnam, and Indonesia are explicitly outside it. A consignment from a non-exempt origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port of entry, attracting demurrage and ground rent pending DGFT-policy enforcement.

Frequently asked
Does HSN 5403 49 90 require BIS certification?
No, artificial filament yarn under this tariff line falls outside the BIS Quality Control Order regime. Import is governed by the Directorate General of Foreign Trade under General Note 10 of the ITC (HS) import policy, which mandates a Pre-Shipment Inspection Certificate covering prohibited hazardous azo dyes.
Is a PSIC required even when importing from an azo-dye-exempt country?
Azo-dye testing is waived only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; PSIC or TC/CSRTI test-report requirements for other composition or hazard parameters may still apply under General Note 10.
What happens if the PSIC is missing at the bill of entry for a non-exempt origin?
The consignment is liable to detention at the port of import pending production of a valid PSIC or TC/CSRTI test report; prolonged non-production can result in re-export or confiscation under DGFT-policy enforcement.
