HSN 5403 49 90 (Other artificial filament yarn, not put up for retail sale) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy for textile and textile articles. A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, is required to certify the absence of prohibited hazardous azo dyes.

The single most common error on this tariff line is assuming the azo-dye testing exemption extends to all major textile-exporting origins. The exemption list is closed — it covers nine specified countries only, and origins such as China, Bangladesh, Vietnam, and Indonesia are explicitly outside it. A consignment from a non-exempt origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port of entry, attracting demurrage and ground rent pending DGFT-policy enforcement.
