Artificial filament yarn, other viscose and other types
HSN 5403 49 19 (artificial filament yarn, other) is subject to the import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule I conditions for textile and textile articles. A Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes. This document must be uploaded in e-Sanchit before the bill of entry is processed.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of origin before consignment dispatch: testing for azo-dye presence is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Imports from all other origins require the full PSIC covering azo-dye absence.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that a generic Certificate of Analysis or a supplier-issued quality declaration satisfies the PSIC requirement. The test report must originate from either an accredited laboratory of the exporting country or a Textile Committee or CSRTI laboratory; a self-declared or unaccredited document will result in consignment detention at customs pending a valid PSIC.
