HSN 5403 49 15 (Of 89 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all developed-country origins. The exemption list is closed and exhaustive — origins not on the nine-country list must present a PSIC from an accredited laboratory even where the dye composition appears low-risk. Consignments arriving without a valid PSIC or test report face detention and ground rent accumulation pending remediation, which is not available post-arrival for a missing pre-shipment document.
