The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all developed-country origins. The exemption is exhaustive and country-specific: an origin not listed — including otherwise prominent textile exporters — requires a full PSIC even where the supplier holds international certifications. Presenting only a supplier self-declaration or a mill test certificate in lieu of an accredited-lab PSIC will result in customs detention pending a compliant document.
