The most frequent error on this tariff line is assuming the azo-dye testing exemption extends to all PSIC requirements. Even for the nine exempt countries, the PSIC covering other prohibited hazardous dyes remains mandatory; the exemption is limited strictly to the azo-dye testing component. Presenting a certificate that addresses only azo dyes and omits other prohibited substances will result in consignment detention pending a compliant test report.
