The most common error on this tariff line is assuming the azo-dye exemption for listed countries covers all PSIC requirements — the exemption is limited strictly to azo-dye testing and does not dispense with any other hazardous-dye certification that may be required under the textile import regime. Consignments from non-listed origins that arrive without a valid PSIC or TC/CSRTI test report are detained pending submission, attracting demurrage and ground rent at the port.
