HSN 5403 41 30 (Of 111 decitex, bright) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) for all textile and textile article imports under General Note 10. The PSIC, from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying absence of prohibited hazardous azo dyes before the consignment is dispatched.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of export before relying on the azo-dye testing exemption. The exemption applies only to imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require the PSIC without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all origins once a supplier in an exempt country is involved. The exemption is origin-specific: if any part of the supply chain routes the physical consignment through a non-exempt country, or if the country of origin on the shipping documents is a non-exempt nation, the PSIC is mandatory. Filing a bill of entry without the required PSIC exposes the consignment to detention and DGFT-policy enforcement.
