HSN 5403 39 10 (Cuprammonium rayon) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that a certificate of origin from an exempt country dispenses with the PSIC entirely. The azo-dye testing exemption covers only the hazardous-dye parameter; composition, labelling and any other requirements under General Note 10 continue to apply regardless of origin. Importers shipping from non-exempt countries who rely on a supplier's internal test report rather than an accredited-laboratory PSIC risk consignment detention pending a compliant certificate.
