The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to any developed-country origin. The exemption list is closed and exhaustive — the nine named countries only. A consignment from any unlisted origin arriving without a PSIC or valid Textile Committee test report will be detained at the port of entry, attracting demurrage and ground rent until the document deficiency is cured or the consignment is re-exported.
