High tenacity yarn of viscose rayon, other varieties
HSN 5403 10 90 (high tenacity yarn of viscose rayon, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted only for imports originating from specified countries.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing removes the PSIC requirement entirely. The exemption covers azo-dye testing only; composition testing and other parameters under the PSIC regime may still apply depending on laboratory scope. A consignment arriving without a compliant PSIC or test report where one is required is liable to detention at the port of import pending documentary cure.
