A word of counsel

The exemption from azo-dye testing for nine specified countries is the most commonly misread provision on this tariff line: importers frequently treat it as a full exemption from the PSIC requirement, when it waives only the azo-dye component of the test. A consignment arriving without any PSIC or test report — regardless of the country of origin — is liable to detention pending PSIC production, and the resulting demurrage and ground rent accrue from the date of filing of the bill of entry.
