Polytetrafluoroethylene yarn
Polytetrafluoroethylene yarn, synthetic filament yarn
HSN 5402 69 50 (Polytetrafluoroethylene yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry at the time of import.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; all other compliance requirements, including PSIC for other parameters, remain mandatory.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries eliminates the PSIC requirement entirely. The exemption is limited to azo-dye testing; a PSIC from an accredited laboratory or a valid Textile Committee or CSRTI test report confirming the absence of other prohibited hazardous dyes remains mandatory regardless of the country of origin. Presenting a PSIC that addresses only azo dyes for a non-exempt origin will result in consignment detention.
