Polypropylene synthetic filament yarn, not for retail sale
HSN 5402 63 00 (Of polypropylene) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- General Note 10 declaration from DGFT
- 1Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin country is not among the azo-dye-testing-exempt nations (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom), the PSIC is mandatory with no waiver. Ensure the test certificate covers the specific dye categories prohibited under General Note 10.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is assuming that polypropylene yarn, being a synthetic non-natural fibre, is exempt from the hazardous-dye testing requirement. The obligation under General Note 10 applies to all textile and textile articles regardless of fibre composition, and a missing or insufficient PSIC at the bill of entry will result in consignment detention pending documentary compliance — with demurrage and ground rent accruing from the date of filing.
