Of nylon or other polyamides
Synthetic filament yarn of nylon or other polyamides
HSN 5402 61 00 (Of nylon or other polyamides) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes before shipment. This requirement applies to all origins except the nine exempt countries listed under General Note 10.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of origin before applying the azo-dye testing exemption. The exemption applies only to imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require the PSIC or valid test report at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that nylon or polyamide yarn from a major textile-exporting country automatically qualifies for the azo-dye testing exemption. The exemption list under General Note 10 is country-specific and exhaustive; imports from, for example, China, Bangladesh, Vietnam or Turkey are not exempt and a missing PSIC at the bill of entry results in consignment detention and potential ground rent pending documentary compliance.
