HSN 5402 59 00 (Other synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to any export-compliant supplier. The exemption is origin-specific and exhaustive: a shipment from a non-listed country arriving without a valid PSIC or accredited test report will be detained at the port of import, and no post-arrival rectification of the testing gap is available — the consignment faces re-export or confiscation.
