The most common error on this tariff line is assuming that the azo-dye exemption for listed countries (EU, Australia, Japan, and others) eliminates the PSIC requirement entirely. The exemption covers only the azo-dye testing parameter; the broader hazardous-dye PSIC obligation under General Note 10 remains in force regardless of origin.
