HSN 5402 53 00 (Of polypropylene) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. No additional sectoral PGA licence applies, but the azo-dye testing condition is mandatory for imports from all origins except the listed exempt countries.

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries (EU, Australia, Japan, and others) eliminates the PSIC requirement entirely. The exemption covers only the azo-dye testing parameter; the broader hazardous-dye PSIC obligation under General Note 10 remains in force regardless of origin. A consignment arriving without any PSIC or test report is liable to detention pending document production, accumulating demurrage and ground rent at the port.
