Polyester synthetic filament yarn, not for retail sale
HSN 5402 52 90 (polyester synthetic filament yarn, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The certificate must originate from an accredited laboratory in the exporting country or carry a valid test report from the Textile Committee or CSRTI.

- 2If the country of origin is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived; document the origin clearly on the bill of entry. The exemption from azo-dye testing is country-of-origin specific and not a blanket waiver for any laboratory-certified consignment. Importers sourcing from origins outside the nine listed countries — including transshipment origins — must ensure the PSIC accompanies the shipment; a missing certificate at the bill-of-entry stage results in consignment detention pending documentary compliance, with demurrage and ground rent accruing at the port.
