    If the country of origin is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived; document the origin clearly on the bill of entry. For all other origins, the PSIC or TC/CSRTI test report must be uploaded in e-Sanchit before out-of-charge is granted.

The exemption from azo-dye testing is country-of-origin specific and not a blanket waiver for any laboratory-certified consignment. Importers sourcing from origins outside the nine listed countries — including transshipment origins — must ensure the PSIC accompanies the shipment; a missing certificate at the bill-of-entry stage results in consignment detention pending documentary compliance, with demurrage and ground rent accruing at the port.
