Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and United Kingdom.

  2. 2
Upload the PSIC or test report in e-Sanchit at the bill-of-entry stage and confirm origin eligibility for the azo-dye testing exemption before filing. Consignments from non-exempt origins without a valid PSIC are liable to detention and may not receive customs out-of-charge.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins or to all product sub-categories within synthetic filament yarn. The exemption covers only nine specified country origins, and any consignment from a non-listed origin arriving without a PSIC from an accredited laboratory will be detained at the port of entry pending a compliant test report — demurrage and ground rent begin accruing immediately and no retrospective cure is available once the bill of entry is filed.

Frequently asked
Does HSN 5402 51 00 require BIS certification?
No, synthetic filament yarn of nylon or other polyamides is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, specifically the hazardous-dye testing requirement under General Note 10.
Which countries are exempt from the azo-dye PSIC requirement for this HSN?
Per DGFT Public Notice 14/2023 dated 14 June 2023, the azo-dye testing exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins must provide a PSIC from an accredited laboratory.
Is a test report from the Textile Committee interchangeable with the PSIC from an accredited laboratory?
Yes. A valid test report from a Textile Committee or CSRTI laboratory is accepted as an alternative to a PSIC from an accredited laboratory of the exporting country, and either document satisfies the General Note 10 requirement at the bill-of-entry stage.
