HSN 5402 51 00 (Of nylon or other polyamides) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The certificate must be issued by an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins or to all product sub-categories within synthetic filament yarn. The exemption covers only nine specified country origins, and any consignment from a non-listed origin arriving without a PSIC from an accredited laboratory will be detained at the port of entry pending a compliant test report — demurrage and ground rent begin accruing immediately and no retrospective cure is available once the bill of entry is filed.
