Synthetic filament yarn, other than nylon or polyester
HSN 5402 49 00 (Other synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempt-country list must furnish a valid PSIC from an accredited laboratory of the exporting country or a test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying absence of prohibited hazardous azo dyes. This applies to all origins except the nine exempt countries and must be uploaded before out-of-charge at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption — only EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt. Importers from all other origins must ensure the PSIC or test report is current and covers the specific yarn batch being imported.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is assuming the azo-dye exemption extends to any country with a broadly comparable textile regulatory framework. The exemption is a closed, enumerated list of nine countries; a PSIC obtained from a laboratory in a non-listed country — even an internationally accredited one — does not satisfy General Note 10 and will result in consignment detention pending a compliant test report from the Textile Committee or CSRTI.
