HSN 5402 48 00 (Other, Of polypropylene) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) for all textile and textile article imports under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption extends to countries not explicitly listed in General Note 10 — for instance, treating a free-trade-agreement partner not named in the list as automatically exempt. The exemption is country-specific and exhaustive: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only. A consignment from any other origin arriving without a PSIC or TC/CSRTI test report will be detained pending documentation.
