The most common error on this tariff line is treating the azo-dye exemption for listed countries as a blanket waiver of the Pre-Shipment Inspection Certificate. The exemption is narrowly scoped to azo-dye testing only; a PSIC confirming compliance with the remaining hazardous-dye parameters is still required for all origins, including those on the exempt list. Consignments arriving without a compliant PSIC are liable to detention pending documentary rectification.
