Partially oriented polyester synthetic filament yarn
HSN 5402 46 00 (partially oriented polyester synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This obligation applies to all exporting countries except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This applies to all origins except the nine exempt countries listed under General Note 10.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or test report in e-Sanchit at the time of filing the bill of entry. Consignments arriving without the requisite certificate are liable to detention pending laboratory verification at the importer's cost.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The nine-country azo-dye exemption is frequently misread as a blanket exemption from the PSIC requirement: it exempts only the azo-dye testing component, not the pre-shipment inspection itself for other prohibited hazardous dyes. Importers sourcing from exempt origins who present no PSIC at all risk detention at the bill-of-entry stage. Confirm with the accredited laboratory that the certificate explicitly covers the full scope of prohibited dyes, not merely azo compounds.
